Elaboración e implementación de un plan de emergencia para el edificio principal del Gobierno Autónomo Descentralizado Municipal del Cantón Guano

Abstract

The main building of the Municipal Decentralized Autonomous Government of Guano City lacks an emergency plan to be implemented in the presence of natural, anthropogenic, and social threats. Without this plan, the workers in this workplace are neither trained nor organized to face such threats and lack the necessary technical resources. Therefore, this technical project aimed to develop and implement an emergency plan for the main building of the Municipal Decentralized Autonomous Government of Guano City for the year 2024. The technical project was developed and applied by creating and implementing the emergency plan, aiming to protect the workers and facilities of the main building of the Municipal Decentralized Autonomous Government of Guano. This project is based on field research, utilizing techniques and instruments such as surveys and vulnerability identification matrices to obtain real information and quantify the existing problem. The identified threats include natural threats (earthquakes, floods, volcanic eruptions, epidemics), anthropogenic threats (fire, explosion), and social threats (assault-theft, terrorism, civil disorder). The Federal Emergency Management Agency (FEMA) 154 seismic vulnerability analysis methodology established a high vulnerability. The MESERI method determined a fire risk rating of 5.24 (medium risk). Applying the vulnerability matrix for public institutions indicated a low vulnerability. The development and implementation of the emergency plan allow this workplace to have organized, trained, and equipped human groups and technical protection resources available to address emergencies arising from various threats. This ensures the protection of individuals, the physical infrastructure of the building, and the continuity of activities.
