Evaluación de plan de desarrollo y ordenamiento territorial del Gobierno Autónomo Descentralizado parroquial rural Santiago de Calpi periodo 2016 – 2018

Abstract

The objective of the degree work was to evaluate the execution of the Development Plan and Territorial Organization of the Autonomous Decentralized Parish Rural Government Santiago de Calpi, Riobamba canton, Chimborazo Province, period 2016 - 2018, to determine the efficiency, effectiveness and economy in the use of material, human and financial resources. For the development of the research, the modality of quantitative research was used and qualitative, for the elaboration of the theoretical framework, documentary research was used and descriptive, also the field investigation that served to go to the scene to the gathering of pertinent information for the evaluation of the Development Plan and Territorial Planning. The research techniques that were applied was the interview that, applied to the president of the Parish Decentralized Autonomous Government, and the surveys public officials in order to establish the degree of trust and risk of control internal implemented by the entity. For the development of the research, a review was carried out and documentary analysis, it was also evaluated in internal control using COSO I, the same as yielded a confidence level of 65% which is equivalent to Moderate and a risk level of 35%, which equates to a Moderate level. It is concluded that the public servants of the administration of the period 2016 - 2018 have partially complied with what was planned in the Annual Operating Plan and the Territorial Development and Planning Plan. It is recommended to prepare the Annual Operating Plan and the Development and Management Plan, taking into account the needs of the inhabitants of the parish
