Diseño de un Sistema Integrado de Administración de Talento Humano, para el mejoramiento de la gestión administrativa del Gobierno Autónomo Descentralizado Municipal del cantón Shushufindi-provincia Sucumbíos

Abstract

This research raises the issue, named “Design of an integrated management system of human talent to improve administrative management of the autonomous decentralized local government of Shushufindi- canton, Sucumbios province”. The importance resides in design a guide that integrates the processes of administrations human talent, according to regulations issued by the Ministry of Labor Relations. The design of the integrated system is developed based on the subsystems of: recruitment and selection, induction, performance appraisal and training of human talent. The methodology used in this research was the inductive-deductive method; with field research, bibliographical and explanatory; with the techniques of observations, survey and interview; and the instruments used were the survey and interview. This study began to diagnosed the problem that currently exists in the institution concerning the mismanagement of human talent, leading to seek an immediate solution to the problem. Also it analyzed the philosophical, theoretical and legal aspects, that help foster the topic of study and allow to understand the posed proposal. Finally, through the conclusions it is disclosed that the administrative management of the institution, by not applying management contemporary processes did not allow effective decision-making, in terms of human talent, so we have recommended the proposal raised to improve the performance level of their partners and thus provide better service to the citizens of the canton.
