“Examen especial al control de inventarios del Consejo Nacional Electoral, delegación provincial de Napo, periodo 2018 – 2019”

Abstract

The present study was aimed to carry out a "Special Examination of Inventory Control of the National Electoral Council, Provincial Delegation of Napo, period 2018 - 2019", governing body of the electoral power, made up of five counselors or principal counselors who elect by absolute majority of votes the president and vice president of the institution who will be responsible for organizing, directing, monitoring and guaranteeing the transparency of electoral processes, referendum processes, popular consultation, or revocation of the mandate as through this process, the main beneficiaries will be the members of the institution. Based on the lack of an adequate plan, there are problems regarding the supply of resources and materials required in different areas which lack of a proper control over the minimum or maximum permitted levels of inventories. This shows that the provisions established in the General National Administrative Management section of the National Electoral Council have not been complied which in its powers and responsibilities discloses that there must be a coordination and update of the inventory in relation to movable and immovable property, the registry of custodians, monitor its maintenance and proper use. In addition, the Asset and Insurance Administration Management manual specifies that there must be an updated inventory and long-term assets, administrative control and objects subject to control.
